The biggest cost driver is not the choice of framework — it is almost always unclear scope. Every open question in the specification is converted into padding somewhere in the quote. A vendor that has no visibility into what happens on the unhappy path has to assume the worst. Putting two weeks into a proper discovery can cut the final cost much more than haggling over hourly rates.


Integrations are the second big multiplier. A form that saves data is low risk; the same screen connected to a payment provider and a CRM is another matter entirely. The mix of people behind the number matters a great deal.
