The biggest cost driver is rarely the technology stack — it is almost always uncertainty. Each unanswered question in the specification turns into a buffer inside the number you receive. A vendor that does not know the edge cases must assume a pessimistic case. Investing a few days in requirements work often reduces the total by far more than any rate negotiation.
Integrations are another reliable source of cost. A form that saves data is low risk; the same functionality connected to an old accounting system is a different problem. The cost sits in the third party: poor documentation, waiting on someone else's team, inconsistent data. Ask the estimator to price integrations separately, because this is where estimates break.
Quality attributes can easily double the budget. A tool used by a handful of staff has almost nothing in common with the same idea handling a hundred thousand users. Audit and compliance requirements, uptime targets, performance under load, data retention rules and accessibility all add real engineering time. Put them in the brief or you can expect the estimate to move later.
The team you are quoted matters. A rate card tells you very little on its own: a senior engineer at a higher rate can be cheaper overall than two inexperienced hire php laravel developers who need supervision and rework. Also ask what else appears on the invoice: coordination, testing, infrastructure work and UX design are legitimate costs, but these should be itemised.
The number in the proposal is not the total cost. Plan for hosting, third-party licences, logging and python development experts alerting and an ongoing support budget each year. A useful planning figure is that a live system needs a meaningful share of its original build cost annually for updates, software development outsourcing company security patches and small improvements. Leaving it out of the budget is the classic mistake.
